News Briefs:

Stanton County authorities are waiting for autopsy results in connection with what Sheriff Mike Unger calls an “unexpected and unexplained” death. Unger reports that the body of 38-year-old Keisha Spears was found about 4 a.m. yesterday in a house in the 3200 block of East Norfolk Avenue. Unger says the autopsy is being conducted this morning at the Douglas County Hospital in Omaha. He says the results from toxicology tests will not be available for several weeks. Unger says his officers have been called to the home in the recent past. Kevin Broberg, who lives at the address where the body was found, pleaded no-contest Tuesday in Stanton County Court to a misdemeanor count of false reporting in connection with a December incident. At that time, Unger reported his officers found a woman restrained and unresponsive in Broberg’s home. Court records indicate that woman was Keisha Spears.

Nebraska lawmakers have finished their session having passed major legislation to lower taxes, reduce prison crowding and pay for water conservation projects. But the session that ended yesterday was also marked by drawn-out squabbles over seemingly trivial issues. Many bills were killed through legislative filibusters.  Opponents used the tactic to derail Medicaid expansion, a repeal of Nebraska's helmet law, and a change in Nebraska's redistricting process.

Gov. Dave Heineman is seeking applicants for the new, expanded Nebraska Natural Resources Commission. A new law approved on Wednesday will increase the number of commission members from 16 to 27.  Applicants should send names and applications Kathleen Dolezal in the governor's office, at P.O. Box 94848, Lincoln, NE 68509. They also can email them to Kathleen.Dolezal(@nebraska.gov. Applications are available on the governor's website.  They're due by May 6.

Problems with technology continue to plague the Nebraska Department of Education’s statewide testing system, commonly called NeSA. At this week’s meeting of the Norfolk Public Schools Board of Education, Director of Teaching and Learning Beth Nelson reported that Norfolk students had some problems during the writing portion of the test. Nelson says the Department of Education decided not to use the writing test as a determining factor for Adequate Yearly Progress this year.

A trail to connect existing trails with the Cowboy Trail in Norfolk is under construction, and work should be completed later this summer. Assistant City Engineer Mark Dolecheck says the trail will be 10 feet wide and a mile long, and will extend from the Cowboy Trailhead in the far southwest corner of TaHaZouka Park along the Elkhorn River to First Street.  Work also includes a pedestrian bridge across Corporation Gulch and a 20-stall parking lot near First Street.  Dolecheck says 75% of the estimated $870,000 cost will be funded with federal money.
